HELEN CLARK SPEAKS AT APCOM PRE-CONFERENCE AT ILGA WORLD 2019
APCOM was active in taking part in the 29th ILGA World Conference, held in Wellington, New Zealand, on 18 to 22 March 2019. Represented by Chair of the Regional Advisory Group, Dédé Oetomo, and Executive Director, Midnight Poonkasetwattana, we held two pre-conference sessions on 19 March. We were honored and proud to have the Rt Hon. Helen Clark, former Prime Minister of New Zealand (1999-2008) and former Administrator of UNDP (2009-2017), in a well-attended session, mostly by delegates from Oceania. The event was graciously opened by Helen Kennedy, Co-secretary General of ILGA World, Clark was in conversation with Midnight and Dédé about how civil society organizations should attempt to engage with governments and international bodies like the UN system.

CALLING THE COMMUNITY TO HELP COMPLETE A COMMUNITY SURVEY
Country contexts, political settings, and funding landscape are constantly changing. These changes contribute to the effectiveness of communities’ programming, interventions, and advocacies. To get a better sense of how APCOM supports its partners and the communities, we open a needs assessment survey to gather communities’ emerging needs and requirements. The information will keep APCOM updated on the changing contexts on HIV- and human rights-related priorities at country levels. We invite you to participate in this survey. This should take only 15-20 minutes to complete. It is assured that APCOM exercises complete anonymity and confidentiality of individual responses. The data collected will be stored in a private and secure platform.

IRL (‘IN REAL LIFE’): YOUNG PEOPLE AND THE GLOBAL FUND
How does a young person see his engagements with the Global Fund (GF) processes, IRL? We have invited Tung to answer some questions and to share his perspectives about young key population’s engagements with the GF country processes. This IRL piece tries to put a ‘human element’ into the advocacy we constantly hear: meaningfully engage young key population in the Global Fund country processes.

ILGA WORLD GETS PACIFIC IN NEW ZEALAND
The recent ILGA World Conference in the New Zealand capital of Wellington was attended by hundreds of delegates from around the world including many from the Pacific region. APCOM’s Executive Director Midnight Poonkasetwattana and Regional Advisory Group Chair Dédé Oteomo joined many representatives from partner organisations including Parker Franck Hou from Papua New Guinea’s Kapul Champions.

APCOM CO-HOSTS ART EXHIBITION TO RAISE AWARENESS AND SUPPORT MARRIAGE EQUALITY
Raising awareness and support of those seeking marriage equality in the lesbian, gay, bisexual, transgender (LGBT+) community, River City Bangkok, in collaboration with a private collector and curator James Tong of 37TONG | 叁拾柒堂is pleased to present BEYOND SKIN | 心 · 目 by NORM YIP exhibition in Bangkok. Ten percent of the purchase price from each photograph sold during the exhibition will be donated to APCOM Foundation, Thailand. APCOM advocates for issues on HIV particularly amongst gay men, and also to advance the rights, health and well-being of people of diverse sexual orientation, gender identity and gender expression in the Asia Pacific.

FACT SHEET ON GLOBAL FUND STC POLICY AND THE WORLD BANK TRANSITION CHECKLIST
APCOM is working together with MPact (previously the Global Forum on MSM & HIV – MSMGF) as part of the Consortium MSM and Transgender Networks to support country –level affiliates in effectively engaging Global Fund and related national AIDS planning processes. To contribute to program objectives, APCOM developed a “Fact sheet on Global Fund STC Policy and the World Bank Transition Checklist”.

APCOM’S LGBTI HUMAN RIGHTS AMBASSADOR JUSTICE MICHAEL KIRBY DIALOGUE WITH HIS EMINENCE PIETRO CARDINAL PAROLIN AT THE VATICAN
At the dialogue and presentations by Baroness Kennedy QC (Director, IBA HRI) and Dr Leonardo Raznovich (IBA LGBT Forum) and in the presence of the other participants in the dialogue, Cardinal Parolin expressed the view that there was “much common ground” between the matters advanced by the IBA HRI delegates and the position of the Holy See; that such common ground included the need to uphold the essential dignity of each and every human being; and therefore to avoid violence and discrimination.

STATEMENT OF ASEAN CIVIL SOCIETY ORGANIZATIONS ON THE FULL ENFORCEMENT OF SHARIA LAW IN BRUNEI DARUSSALAM
We, the undersigned civil society organizations in the ASEAN region, urge the government of Brunei to immediately halt the full implementation of the Sharia Penal Code (SPC). By enforcing the SPC, Brunei will set a dangerous precedent for its neighbouring countries in Southeast Asia and broader Asia as it perpetuates the practice of violating fundamental freedoms, particularly freedom of expression, in the region.

As announced at the HERO Awards, we want to thank you, our friends and partner for supporting and helping raise funds for APCOM’s work. However, unfortunately, APCOM is currently facing a rather uncertain financial future. Many international funding organizations and governments have decreased their financial support for HIV programs in the Asia Pacific, and this difficult environment for funding will persist for the foreseeable future
Despite our best efforts for resource mobilisation, the funding we require for much of our HIV prevention and LGBTI rights work has not come through. This means our vital impact on the HIV and human rights response in this region is seriously diminished.
